This work was published under Canadian Crown copyright more than 50 years ago, and is therefore now in the public domain in Canada, and by extension all juristictions who recognize the "rule of the shorter term" of the Berne Convention (this include the European Union and Japan).
Because this work entered the public domain in its host country prior to 1996 (and was not registered with the U.S. Copyright Office at the time) it is also not eligible for copyright restoration in the United States as a result of the Uruguay Round Agreements Act (URAA) (codified in U.S. copyright law in 17 USC 104a) and is thus in the public domain also in the U.S.
