I doubt that a sailor or employee of the U.S. Navy had taken or made this picture during the course of the person's official duties. What would he be doing in the Kiel naval base in 1939? And who'd allow him there? It seems it is rather not a work of the U.S. federal government, perhaps Nazi government, but US seems highly unlikely. Halibutt 21:29, 15 February 2006 (UTC)

Is it possible that the United States had a naval observer in Kiel at that time? In 1939 relations between the United States and Nazi Germany were strained, but not hostile.
