Fair use. This is a low-resolution image of the 18th Duke of Norfolk fulfilling his role as Earl Marshal of England at the State Opening of Parliament. As images of the Duke in this setting and while executing his office (with parliamentary robes, staff of office, etc) cannot be reasonably obtained. Further, this particular image is historical in the since that the State Opening of that year, from which the image comes, is a singular, non-reproducible historic event. This image is not expected to decrease the value of the copyright. This image is used to illustrate Duke's role as Earl Marshal.
This image is a faithful digitalization of a unique historic photograph, and the copyright for it is most likely held by the photographer who took the photograph or the agency employing the photographer. It is believed that the use of this photograph
