[edit] On the topic of this IP address belonging to a shared computer, 27 Mar 2007
This IP address belongs to the WAN side of a public school district Internet gateway. Incidentally, I am a student in that district, the North Kansas City School District. While I'm not completely familiar with the network topology here, I know that this particular IP address serves at least 2200 students and faculty at Oak Park High School (Kansas City). It may, however, provide Internet access (along with five other gateways on a rotating basis) to people at any of the numerous other schools and facilities in the district. Most or all of the 204.185.99.0/24 subnetwork probably belongs to a school technology provider called MOrenet (MO for Missouri), if I recall correctly, so similar vandalism may be encountered from those addresses.
That said, I personally would NOT RECOMMEND to unblock the address(es) (not very soon, anyway) because of the long history of vandalistic and impromper edits to Wikipedia. Students and staff here who are serious about using and contributing to Wikipedia (like myself) would be glad to get and use an account, bypassing the block and providing a higher degree of personal accountability for edits.
On behalf of this school district, I apologize for the disruption that (presumably) students have caused; however, I believe that others will not stop vandalizing Wikipedia, and therefore the block is appropriate.
