Though the picture is subject to copyright I (Peregrinefisher) feel it is covered by the U.S. fair use laws because:
- it is a low resolution still of a televison episode;
- it does not limit the copyright owners rights to sell the episode in any way;
- it illustrates the episode in question and aids commentary on the plot outline.
- this image was chosen because in this episode Scully is kidnapped, and this image shows her tied up as part of the kidnapping.
- The copyright is most likely held by Fox Broadcasting Company.
