When the general of the Army of Peru Jose of the Carmen Marín Edge coined the phrase: "the ideas are exposed, do not prevail" summarized of way needs the spirit who was going to characterize throughout the years to the Centro de Altos Estudios Militares (Center of High Military Studies) - CAEM.
Now, to 55 years of his foundation, CAEM (old Military Military training center for training senior officers) has become more important the national educative institution in the qualification of professionals in security subjects and defense.
The initial objective was to create an educative institution that allowed the officials of the Army to have the preparation necessary to fulfill its functions efficiently.
Although it is certain, at first the access to this institution was exclusive for members of the Armed Forces, with the course of the years was included/understood the necessity to open the doors to all the citizens interested in becoming qualified in these two important concepts, because it would benefit to the country when having a greater group of professionals specialized in these complex subjects.
Thus, next to officials of different rank of the Armed Forces and the National Police, many civil professionals of diverse specialties have passed by the classrooms of CAEM, knowing the importance that has for the country the national security and the defense, when sustaining and fortifying the development in a democratic context.

The currículo of CAEM is ample. In its courses of National defense, of Policy and Strategy, of Local Governments, and Courses of Combined headquarters, among others, are combined the international history, sociology, geopolitics, relations, economy, et cetera, constructing an ample and multidisciplinary vision of the country, of their problems, their advantages and their potentialities.
Some of their courses include visits of the participants to diverse institutions and trips to the rear area with the purpose of knowing personally and close by the complex Peruvian reality.
The institution periodically receives the visit of lecturers of outstanding academic level, that includes high civil employees of the State, ex- presidents of the Republic and ambassadors, as well as to experts in diverse matters, that share their studies and investigations with the pupils.

The mission of CAEM is very important, because when enabling in subjects referred to the defense and the security it covers an emptiness that the Peruvian education neglected throughout the years, because the educative institutions are very few in which courses are dictated on these topics.
In spite of it, the panorama seems to change to slow cadences. Only in the last two years, and with the support of the Ministry of Defense, some universities of the country, like the Federico Villarreal, inaugurated graduate masters and in defense and security.
Another one of its objectives is to promote the integration of civilians and military, taking into account that both sectors have the mission to impel and to collaborate with the national development. Of the direction of CAEM at the moment is in charge to rear admiral William Schmitt Moon, that replaced in the position to the anthropologist Fernando Fuenzalida, the first civilian in assuming the direction of this training center.
Fuenzalida resigned to the position arguing lack of support in the reconstruction that raised to execute to improve the educative quality of the institution.
Now, after a period of reconstruction ready by the Ministry of Defense - sector of which it depends in agreement with the law CAEM has the faculty to grant the academic degrees of magíster and doctor to name of the Nation.
Today, within the framework of the celebrations by his 55º anniversary, CAEM anticipates the organization of the seminary Towards a national project, that will count on the presence of the minister of Defense, Rengifo Martian Ruiz, as well as with the one of the ex- president of the Moral Republic Francisco Bermúdez and the president of the Confiep, Moral Jose Miguel Dasso, among other authorities.

The executive director of CAEM, William Schmitt Moon, emphasized the educative work that makes this organization and indicated that the subjects of defense and security are not exclusive matter of the Armed Forces, but of all the sectors of the population. He is under that conception - he said that CAEM decided to open his doors to the civil populace and solved to modify the conception of his courses, orienting them to the complementariness that exists between the concepts of development and national defense and security.
"In his doctrinaria evolution, CAEM occurs account of which to speak of defense and security is an activity and science that does not talk about military problems, and from 1995 the courses denominate of defense and national development, everything within the innovation of their doctrine."
Schmitt indicated that for the anniversary of the institution a plan of reactivation has been designed, oriented to decentralize its presence by all Peru, as well as to reach the academic excellence.
In that sense, it emphasized the multidisciplinary character of the education distributed in CAEM and emphasized that their programs are accepted in the university system.
"For the reactivation we have paid attention like objectives to obtain the academic excellence, the decentralization, because Peru is not Lima and is necessary to have international reach with the centers of posgrado of the world in these subjects."

- The creation of CAEM has their antecedent in a supreme decree promulgated the 21 of December of 1948, by means of which the government approved to form a commission for the study and integral preparation of the Armed Forces. - In 1950 July, was approved the Statutory law of the Army, in whose articles 19 and 24 it was
arranged to create the Military training center for training senior officers of the Army and in October of 1950 Edge named to general Jose of the Carmen founding Marín and first director of the institution
- In May of 1997, was modified its denomination and it became the National Military training center for training senior officers, and in 2002, the Commission of Defense of the Congress approved the law by means of which it happened to depend of the Main directorate on Policy
and Strategy on the Ministry on Defense
- Their ample facilities are in the district of Chorrillos. In agreement with the Law of National
defense, the National Military training center for training senior officers is constituted at the moment like the organ of more high academic level of the sector, person in charge of the qualification and investigation in security and national defense
- To date, it developed more than 50 courses of Development and National defense; Special of Development and National defense; Basic of National defense; of High Studies in Policy and Strategy; Basic of National defense in Local Governments, and Combined headquarters.
