I heard this is actually false. The priest will visit Rome where the Pope himself in person will ordain him into a bishop. If this is not possible (due to distant travel or hostile political situation in the priest's land), the Pope can grant permission to THREE bishops to ordain the priest into a bishop but all three have to be present at the event to be valid.
- The permission of the Holy See is for licet celebration, not validity. Also, for licit celebration, 3 bishops are required. For validity, only one bishop is required. It is neither required for validity or licity that the pope be present.DaveTroy 09:14, 4 March 2007 (UTC)
