This page sounds like it's been poorly translated from another language. What is this word 'seal'? In English it means a large marine animal or a way to prevent liquids and gasses from leaking from a pipe or something. In this context, it sounds like you maybe think it means "Beginner" or perhaps "Trainee" - but it's not clear.
Is 'key to byte' a software package? If so, does it meet Wikipedia's notability standards (I suspect not).
The link at the bottom of the article is broken - so it's hard to tell.
