We meet Leo, a new Deputy Sheriff in Neptune, when he befriends Veronica in Season 1. In return, she steals a recording of an anonymous tip implicating Abel Koontz in the death of her best friend Lilly Kane from the evidence room. Leo is shortly suspended for the break-in. Feeling guilt, Veronica attempts to apologize, but Leo is initially reluctant to forgive her.
When Veronica admits she has fallen for him, he relents. Then, during a school dance, he kisses her. However, their relationship lasts just a few episodes. When Veronica begins to see secretly Logan Echolls, she confesses the affair to Leo and ends the relationship. However, the two manage to remain good terms, and Leo assists Veronica in breaking up a dognapping ring the same night she breaks up with him.
In Season 2, Leo wants to find money to send his little sister with Down syndrome to a private school, away from the various bullies who tormented her at public school. Leo steals and sells the Aaron Echolls and Lilly Kane sex tapes to Logan, who promptly destroys the tapes due to the traumatic nature of them. This action severely compromises the pending case against Aaron. Keith Mars discovers his participation in the theft of the tapes when he is hired to find out who stole them. But when he files his report to Sheriff Lamb, Keith covers for Leo by stating that the tapes were stolen because Deputy Leo was not at his post. Leo is promptly fired from the sheriff's department, but is able to keep the money that Logan paid him and help his sister. After this, he began working for a private security company. He was last seen working for (indirectly via his company) Woody Goodman surveiling Woody's daughter Gia. Mr. Goodman pulled the security off her because it made her feel uncomfortable.
