Methodology for Business Transformation (MBT)

The Methodology for Business Transformation (MBT) was created at the Department of the Interior (DOI)[2] as a step-by-step guide for creating segment architectures and an organization's enterprise architecture. MBT yields a set of findings and recommendations for a business area being studied and these findings and recommendations are documented into a road-map for change: a Modernization Blueprint. The specifics of the MBT can be found on the DOI Enterprise Architecture website. [3]
The MBT features Phases, Steps, and Activities that focus on:
- Working with business executives to determine which business segments should be modernized
- Working with business segment leadership to garner support for modernization
- Analyzing the business segment from a strategic, performance, business process, human capital, organizational capital, solutions, services, data, and technology perspective
- Author and gain approval of your architecture and Modernization Blueprint
- Implement your Modernization Blueprint including budget and CPIC integration
- Maintain your architecture over time
On the website you will find a thorough presentation that explains the MBT, a white paper for each step in the MBT, templates for work products (templates are linked within the white papers, and a master project plan for MBT).

[edit] How Has the MBT Been Used?
The MBT has been used throughout many of the business areas at DOI including Financial Management, Recreation, Geospatial Services, Management Planning and NEPA, Wildland Fire, and Law Enforcement.
As many of you know, DOI has had great success with their EA program. They have received many awards and have been rated as the top rated Federal EA program by both GAO and OMB. Additionally, their Chief Architect and her staff are regulars at the conferences and speaking events.
The successes of DOI's EA program can be attributed to the quality staff and management and DOI as well as standard methods such as the MBT.
[edit] What is the History of the MBT
The MBT was first developed in 2004 in an effort to provide guidance to DOI Bureaus on how to create Modernization Blueprints. Recently the MBT v1.5 was published by the DOI Enterprise Architecture program [4]. This release was focused on better integrating the data and business domains of analysis as well as to better spell out the steps for formulating which business areas should be studied for modernization. Those that are familiar with the Office of Management and Budget (OMB) guidance for segment architecture can think of the MBT v1.5 as an extension to this guidance -- a how-to guide if you will.

The MBT was developed at the Department of the Interior by a joint Federal Employee and Professional Services team.
