Gregory S. McNeal

Gregory S. McNeal is Senior Fellow in Terrorism and Homeland Security in the Institute for Global Security Law and Policy [1] at Case Western Reserve University School of Law.
Mr. McNeal teaches the Case School of Law's Counterterrorism Prosecution Lab, and Advanced Terrorism Prosecution lab (with Institute Director Amos N. Guiora). He instructs and advises students in the development of legal memoranda used by the Office of the Prosecutor for the Department of Defense Office of Military Commissions. The work relates to the Guantanamo detainees through the Institute's relationship with the U.S. Department of Defense.
Through Case, McNeal also worked on the trial of Saddam Hussein for the U.S. government's Regime Crimes Liaison Office. He represents the Institute in multiple conferences and tabletop simulations related to terrorism and homeland security. He has also advised the staff of Congressional committees and members of both houses of Congress, and helped to write legislation for members of the U.S. House of Representatives.
A former Federalist Society Chapter President, McNeal served as Executive Editor on The Harvard Journal of Law and Public Policy (Volume 29, No. 1). He was a Guest Lecturer and Instructor in the School of Public Affairs at American University where he co-taught a course on just responses to terrorism. He envisioned the Institute for Global Security Law and Policy's highly successful interactive Weblog, modeled after his own Law, Terrorism and Homeland Security Page. He is an expert commentator on the Frederick K. Cox International Law Center's weblog "The Grotian Moment" a website which he and Professor Michael Scharf created to provide near real time scholarly debate regarding the trial of Saddam Hussein. The site was linked to by all major newspapers, the Department of Defense, the Library of Congress, PBS, major universities, and top ranked web pages such as Jurist, and Opinio Juris. The site received a "Web Winner" award from The Philadelphia Inquirer, the “Website of the Month” award by New York Law School, the “Blog of the Week” award by University of Washington Law School, and was listed as "Blog of the Month" by Catholic University of America.
McNeal previously served as an Army Officer, he earned a JD from the Case School of Law with honors in International Law, earned a Masters in Public Administration with distinction from American University and a degree in International Relations from Lehigh University. His articles have appeared in The New York Times, The Washington Times, National Review Online, The Weekly Standard and The Baltimore Sun. He is co-author of the book Saddam On Trial: Understanding and Debating the Iraqi High Tribunal.[2]
