First we need to discuss the options in a potential election.

I do not think it is good to have simply "Delete" and "Keep", rather we need to have a wider range of options, especially on what to do with existing Cyrillic content.

I think:

• 1) Status quo (the way things are now)
• 2) Keep existing articles in Cyrillic, but allow no creation of new articles here
• 3) Keep existing articles in Cyrillic, allow creation of new articles here but only in Latin
• 4) Delete existing articles in Cyrillic, allow no creation of new articles here, and make entire Wikipedia redirect to rowiki
• 5) Delete existing articles in Cyrillic, allow creation of new articles here but only in Latin

Rather than have a vote with 5 options, which will unfairly bias towards the first option, it should be instead that we vote on each part: Whether or not to keep existing Cyrillic articles, whether to allow new articles in Latin here.

If "yes" wins for first question (keep existing Cyr articles), then there can be a vote on whether to allow new Cyrillic articles. If "no" wins, what to do with those articles will be discussed (delete outright, archive, whatever).

If "no" wins for both questions, then there can be a vote on whether to make the entire Wikipedia into a redirect, or if we should go back to the old mainpage (which said "Nu exista asemenea limba moldoveneasca deci va rugam sa accesati linkul mai sus pentru a vedea ariticolele dorite in limba romana." with a link above to Romanian Wikipedia).

Each person should, in my opinion, get to vote only once in each section since the division is absolute.

I think that anybody who is an established user of any Wikimedia project should be allowed to vote due to the possibly permanent impact of the outcome on the linguistic position of the organisation.

All of these rules are open for discussion.

Yes... but would it be immediately after? And what of the results? If people vote to completely discard contents, what happens? Surely, it should be left to somebody less involved to handle the locking of this WP.
