Fair use rationale: This image shows the headquarters of the Research and Analysis Wing in New Delhi. It has been photographed by ANU PUSHKARNA a freelance photographer. This picture has come out in India Today, Hindu, Frontline magazines. As RAW HQ is a sensitive location there arent many public domain images. After the Spy scare and DRDO theft photographing of RAW HQ has been curtailed to a large extent. Thus images like this are the only few pictures that can illustrate the article on RAW, espionage in india etc.

The image was proposed for deletion as a replaceable fair use image. The result of the debate was to Keep the image as no adequate free-licensed image exists or can be created.
