You can use up to 10%, or up to 30 seconds, whichever is shorter. This is a guideline, not law.
Guidelines for Educational Uses of Music and Fair Use Guidelines For Educational Multimedia states "Up to 10%, but in no event more than 30 seconds", for educational purposes. UMUC also concurs, and provides fair use restrictions for other types media.
Of course, Wikipedia is not an "educational institution" by law. But according to Fair Use of Copyrighted Materials, Wikipedia could qualify for fair use under character (nonprofit) and nature (factual, published).

[edit] Pac fair use
Hey, I wanted to say thank you for providing the fair use rationales for the article, as well as a number of other fixes to the article. Do you think it's a good idea to have all the album covers on the page? or should we not give a shit about copyright paranoia? -Mysekurity 01:53, 13 September 2006 (UTC)

- Hey Mysekurity - It wouldn't bother me to have all the album covers on the page, but I think the editors/etc. at Wikipedia decided they shouldn't be included in the article, even if it just as a reference to his body of work... SqlPac 00:35, 25 November 2006 (UTC)

- Yeah, it's kinda difficult dealing with all this. I'm not sure whether the coroner's report is accurate, or the birth certificate (which I'm pretty sure is legit) had been altered (but I'm guessing not, based on my research). But until we can get conclusive proof from his family, I just think it isn't appropriate to have it stated as a fact in the article. -Mysekurity 03:40, 23 March 2007 (UTC)
- I agree 110%. Unfortunately, unless the family makes a public statement of some sort, anything we could get from them would be considered "original research", which violates Wikipedia policy also :( I think there's enough supporting information to include it as an "alias", including the coroner's report and the LVPD police report of the shooting. But I don't think it should be listed as his "birth name" until someone finds something that can trump a birth certificate. Or until someone can conclusively prove that it was changed (i.e., come up with the original!)SqlPac 15:42, 28 March 2007 (UTC)
