Chief Inspector Phillip Cato was a police officer in the long running ITV drama The Bill. Ch. Insp. Cato joined Sun Hill in January 1993 and finally finished his duty at Sun Hill in March 1995. In March 1995 he also decided to leave the police force after being continually passed over for promotion in favour of other officers including Chief Inspector Derek Conway for the position of Acting Superintendent in 1994. His callsign was 54.
