Bengkalis is an Indonesian island in the Strait of Malacca in the Riau province. Administratively, it is a regency (kabupaten) since 1956 (Undang-undang No. 12 Tahun 1956). It has an area of 30.646,83 km² and population of 1.182.267. In 2001 structure of teritory for province and regency of Indonesia change, the area of Bengkalis became 11.481,77 km² and population became 690.366 people.

The regency is divided into 13 subdistricts (kecamatan), 24 villages (kelurahan), 155 village (desa).
Bengkalis is number two of the richest regencies in Indonesia after Tembagapura regency. This regency is rich with natural resources, particularly petroleum, rubber, and coconut.
