I believe that the photograph is fair use, because it was placed on the Japanese Prime Minister's official website to indicate good Anglo-Japanese relations.

Taken in 2002, at the Kananaskis Summit (Canada), while Prime Ministers Tony Blair and Junichiro Koizumi held a Japan-UK summit meeting before the Kananaskis Summit formally started.
