How were you able to categorize the listed cities as highly urbanized? Records from the NSO and the NSCB show that Lucena, Mandaue, Marawi and Malabon are HUCs but not Dagupan, Santiago, Naga and Ormoc. Bobong pinoy 12:27, 5 December 2006 (UTC)

- Section 451 of the Local Government Code of 1991 classifies cities either as highly urbanized or component only. I think being an independent component city or simply a component city depends on how the Congress acted on its cityhood status based on some guidelines or qualifications. Being independent, however, doesn't make a city a highly urbanized one outrightly since the status of being highly urbanized depends on the city's degree of urbanization.

- Actually, this was supposedly an independent city template, that is those cities which aren't under the jurisdiction of any province. Although I still liked the old name, no one objected to User:Scorpion prinz's renaming of the template, until now. --Howard the Duck 06:27, 6 December 2006 (UTC)

- I'm afraid the disparity between those listed in this template and the article cities of the Philippines will cause confusion to some people. If we consider the cities listed herein as accurate, then footnotes in the latter article should be updated. However, it must be based on reliable and recent sources/references.Bobong pinoy 07:13, 6 December 2006 (UTC)
