Independent expert group

In 1998, the EU Parliament refused discharge for the financial year 1996 as the EU accounts were unsatisfactory. Following the rejection, an independent expert group was set up in 1999 to evaluate the EU Commission. The experts – André Middelhoek (chair), Inga-Britt Ahlenius, Juan Antonio Carillo Salcedo, Pierre Lelong and Walter van Greven – stated that they did not find one single person showing the slightest responsibility. When their first report was published on 15 March 1999, the Commission, led by Jacques Santer, resigned on the very same day.
