The FIPS county code is the five-digit Federal Information Processing Standard (FIPS) code which uniquely identifies counties and county equivalents in the United States. The three-digit number is unique to each individual county within a state, but to be unique within the entire United States, it must be prefixed by the state code. This means that, for example, Apache County, Arizona is 001, Belknap County, New Hampshire and Alachua County, Florida are also 001. Also, while Santa Cruz County, Arizona is number 023, there is also a Lincoln County, Wyoming, and a Botetourt County, Virginia that are each also 023. There is also a Santa Cruz County, California with the number 087. To uniquely identify Santa Cruz County, Arizona you would need to use the state code of 04 plus the county code of 023. Thus the unique identifier for the entire United States for Apache County, Arizona would be 04001, and Santa Cruz County would be 04023, etc.
