Mr. Bounce is part of the Mr. Men series of books, by Roger Hargreaves.

Mr. Bounce can't sit still. When he climbs to the top of a fence, he bounces into the duck pond. He bounces out of bed and down the stairs. When he sits down, he bounces off the chair and hits the ceiling. He goes to the doctor who gives him a pair of tiny red boots. They keep him from bouncing, until when he gets out of bed he falls through the bedroom floor and ends up in the kitchen.
