[The first sentence below is not only not a sentence at all (one of the most frequent newby mistakes) but is incomprehensible. I was going to fix that problem but I can't tell how to fix it. Should I write "Editing Planning, Programming and Budgeting System is output that budgets a wide-ranging management technique" or "Editing Planning, Programming and Budgeting System is an output-budgeting, wide-ranging management technique", or what? And could you have meant "Editing, Planning, Programming, and Budgeting System? And why the capital letters? Wikipedia articles usually only capitalize the first letter except in proper nouns and the like. The second paragraph is also incomprehensible. These articles are supposed to be written in English!)]
