Pros from Dover is an American idiom. It refers to a group of experts, particularly experts brought in from outside an organization. The implication can be that a person or group is not competent to perform a particular task, thus bringing in the pros from Dover may be threatened or implemented.
The phrase originated in Richard Hooker's M*A*S*H: A Novel About Three Army Doctors and was popularized by the movie of the same name.
