This doesn't seem to be a useful term. By including a definition of small as either population or size, this includes places such as Iceland or Greenland which are of significant size but have very low population density, with densely populated Singapore. I've never heard the expression as having a precise menaing and a google doesn't reveal any clear usage.
Is this a made-up definition which doesn't belong here? --JBellis 22:05, 19 March 2007 (UTC)
