The Sukhoi Su-28 is a downgraded variant of the Su-25UB/Su-25T, with reductions in avionics and aircraft systems, together with a full reduction of weapon-carrying capability.
The Su-28 trainer is intended for technical skill, general flight and formation flying training. It is also used as a demonstrator of advanced aero-maneuvers.

The Su-28:
- Is highly maneuverable.
- Can take-off and land on only one engine.
- Can run on diesel-based fuel.
- Can operate from unpaved runways.
- Can perform 18-20 take-offs and landings in one sortie.
- Can withstand heavy landings.
- Has high reliability and minimum operating maintenance.
- Can be equipped with up to four PTB-800 drop tanks, each of 800 litres capacity.
The Su-28 differs from the base Su-25UB model by the absence of:
- Targeting systems.
- Weapon-operating systems.
- Internal guns.
- Wing pylons.
- Armoured engine covers.
- Advanced fly-by-wire controls.
- Electronic countermeasures.
- All systems dedicated to air-to-ground operations.
