Is this to be just about the united states, or will this evolve into the percieved 'welfare cadillac' of each country? adding to this subject without being biased is going to take some thinking. hard to take opinions out, researching can become biased.

Unfamiliar with the term Welfare Cadillac as being so broad, was thinking more Welfare Queen (for which no page exists). Interestingly, as you note, the (propagandistic) recurring trope of the subaltern who has abused the system. France and england both have disproven myths of welfare sheiks (who collect welfare checks for each of their many wives). I've also heard it in canada now, both as asians collecting welfare while owning multi-million dollar condos. The one apparent theme is its propagation through sensationalist media.
