I, tgheretford (talk) believe this picture covers fair use within the article because:
- It is a low resoultion scan of the magazine;
- It does not limit the magazine publishers right to sell the magazine in any way;
- The scan is important and noteworthy to the What Satellite and Digital TV article only.
- The scan is noteworthy because it is the first issue of the rebranding of the magazine from What Satellite TV to What Satellite and Digital TV.
