There is no difference between the city and the "province", both are the same administratively, not different entities. There is a en:Bangkok Metropolitan Area, which however is only a region like southern Thailand, a grouping of provinces without any administrative tasks. The content of this article is mostly identical with en:List of districts in Bangkok, so that might be a better interwiki link, however the article needs to be moved to a new name before then.
