A source of difficulty for this IP address (proxy-28-02.its.monash.edu.au) is that it is (as the name might suggest) the web proxy for a large group of people, possibly all of Monash University (from staff including world experts, to 17-year-old students unaccustomed to Internet mores).

Thus, I expect that vandalism will continue to occur from this IP address -- along with a larger number of non-vandalism changes (according to a small sampling of http://en.wikipedia.org/wiki/Special:Contributions/130.194.13.102).

Is it possible for future blocks to apply only to anonymous posters? The text at the bottom of this page suggests signing in, but signing in appears not to have lifted the block for me -- so apparently the suggestion means "Vandals, please sign in before vandalising a page, so that we can block just your account". Furthermore, the blocking rules are inconsistent, in that the block applies to both signed-in and anonymous edits, but the permission to edit this page seems to extend only to anonymous (un-signed-in) edits, so I have since signed out before editing this page.

Failing that, I think the decision to block an IP address, and the decision as to the duration of that block, should take into account the recent history of edits from that IP address. A block can be useful if recent edits suggest that edits during the next k hours are likely to produce more harm than good for Wikipedia content. In the current case, there were a large number of vandalism edits within a 2-hour span on 22 April, but I think all of the diffs I looked at from the preceding days were "good" edits (plus some good-faith edits that others might challenge, such as the David Broderick change reverted by a bot); until 12 April which is a low-quality (not strictly vandalistic) edit, and 11 April which was vandalism, and then good edits to at least as far back as April 3. So I'd suggest that a block for a few hours, perhaps up to 24 hours, would have been most appropriate here, rather than a week. I appreciate that checking recent contributions to make this decision takes time, but I think it worth it for at least this IP address, before instigating a block of longer than 24 hours. (Looking at the hostname for an IP address may give some clue as to how much time to spend checking other contributions.)
