The 1999 Rugby World Cup qualifying was held in several continental zones. Repechage was first introduced for the 1999 competition qualifying.

30 teams entered the qualifying tournament which was held over three rounds between 28 September 1996 and 5 December 1998. England, Ireland, Italy, Romania, Scotland, and Spain qualified for RWC 1999. Georgia, Netherlands and Portugal qualified for repechage.
