Thank you for your message on my talk page. I am not an admin, and thus cannot block users myself. Also, the user in question is a shared IP address - many different people could be using the same address. As such, we're extra careful about doling out blocks to shared IPs, as it's considered more important to avoid a block that may prevent a legitimate user from editing than to prevent minor vandalism.
For a shared IP to be blocked, the IP must have a recent final (level 4) warning on their talk page, and must have vandalized past that final warning. I have left a final warning on the IPs talk page. If you notice vandalism from the IP within the next 24 hours or so, please feel free to report the IP to WP:AIV, following the instructions on that page.
