This template should be removed when the block has expired, or after 2 days in the case of blocks of 1 week or longer.
This is not the Ip's fault. It is shared, and familar with many Wikipedia users. Plus, it is causing disturption in the estate of Farringdon. As in Bt Ips are regestered to an entire suburb sometimes. Due to this 5000 people are blocked from editing wikipedia.
