Ashes in the Fall

Ashes in the Fall is a song by Rage Against the Machine on their album The Battle of Los Angeles.
It is about some of the irony in the world.
That part is about how children are getting less education, making them less eligible for jobs, while funding for jails is increasing. Being less eligible for jobs then meant they might resort to stealing things and getting arrested. The last line says that it's almost inevitable.
It also argues that politicians don't really care about the issues that they run on, as many of the lyrics make references to people who abuse their power (for instance rulers and clergy) and hurt those they are in charge of.
