This picture is very difficult to read -- in particular the city names; I guess it's just to give a rough idea of the ethnic boundaries ?
[edit] Italian speaking parts
The Italian speaking part of the Austrian-Hungarian empire is shown wrong in this map.
Italian government claimed the terretory during WWI with the pretence to be an Italian language area.
In fact this part called "Südtirol" (South Tyrol, Italian: Alto Adige) had 97% German speaking population in 1911 (it always was part of Tyrol and never belonged to Italy before). Despite heavy sanctions of the Italian government between WWI and WWII (e.g. ban of the German language) there is still a population of 60-70% speaking German (admitting to be Austrian).
