I don´t think that "collaboration" is the right word for the relationship between the "basters" and the colonial government. Imperial Germany was the internationally acknowledged government of Namibia of that time and the "basters" were just loyal.
There is a tendency of giving the most dramatic figures and expressions possible in order to gain public interest or compensation. But I don´t think that the term "concentration camp" should be used in this context because in the connection with Germany it inavoidably reminiscens to the nazi-style concentration camps in Poland. And to equate the camps of a German colonial army to camps like Auschwitz would be definitely misleading.

[edit] Liasons between Dutch men and black women only?
The article in the intro says this, but was that exclusive or were there relations which resulted in Basters between Dutch women and black men?
- Probably, because A) There were a lot more men among the Dutch colonists that there were women, so few dutch women would have had to "marry down", and B) And black man who showed such an interest would have found himself in serious danger of being lynched.
