Mr. Guin is a former elected official in Shreveport, LA, twice elected. He was the first Republican to have served on the school board in Caddo Parish and the second Republican to have been elected to municipal office since Reconstruction. He also ran unsuccessfully for the state legislature, twice for commissioner, and once for mayor. He was one of the original people to develop a two-party system in Caddo Parish. He was in the Army Reserve for 30 years. He had his own engineering company. He is notable in Shreveport.
