The person who supplied the image says:
"I can't remeber where I found the picture. i suspect someone sent it to me when I was putting the cycleway site together at the height of the CDTS hoo-hah."

- Mr. TerriersFan, My question refers to the quote above. I didn't need permission as there was a link to download the .PDF file. However, there are some relevant pages about Blacon on the govt's pathfinder site which can be downloaded, but cannot be viewed ON that site.

- Sorry, but you did need permission since whether you viewed it, or downloaded it, the copyright rested with the author. I linked the Blacon article to the Word document directly, but you deleted the link. I have now linked the article to the webpage. If there are further resources, to which you wish to refer, then it's fine to link to them but there is no provision to embed Word, PDF, etc. files in the article. The image has been displayed on the http://www.bwpics.co.uk/railstroll/rail18.html website for several years, after a resident sent in to the site for publication. The picture owner/photographer's details are not available and it (the copyright) would appear to be in the public domain due to it's uncontested use in the same (internet) medium for many years.
