The California State Employees Association (CSEA), founded in 1931 in Sacramento, California, is the largest state employee organization in California, with nearly 140,000 state and university workers, managers and supervisors, and retirees. It worked to creating the first retirement system for California state workers, successfully fought for collective bargaining for state and university employees, and helped to get voter approval of the merit system for state service and gained a 40-hour workweek.
[edit] Chartered Affiliates
CSEA was originally made up of four different divisions, each representing a different class of California state employees. Pursuant to CSEA by-laws, each division, over time, voted to incorporate and become chartered affiliates of CSEA. Today, CSEA provides centralized support services to the affilliates such as printing, accounting, benefit program administration, and jointly owns the California State Employees Building located at 1108 O Street building in Sacramento, California with the Golden One Credit Union through its subsidary: California State Employees Building Corporation.
CSEA's four affiliates are:
Association of California State Supervisors (ACSS) - California civil service managers, supervisors and confidential employees, who are excluded from collective bargaining.
CSEA Retirees, Inc. - Retired state employees.
SEIU Local 2579 - California State University (CSU) employees in four different bargaining units.
SEIU Local 1000 - California civil service employees in various state departments, agencies, and commissions.
