- Actually, it doesn't. It makes them a new editor with little experience in Wikipedia, editing styles and etiquette. Please remember WP:BITE and WP:AGF and that lots of genuine edits are done by anonymous editors. Accounts aren't obligatory. Please see Wikipedia:Vandalism for what officially counts as vandalism on Wikipedia. Your request Wikipedia:Administrator intervention against vandalism has been declined. FYI: 63.3.69.136's block log is empty meaning he/she has never been blocked. In future, please issue {{uw-npov1}}...{{uw-npov4}} warnings instead of the uw-test series for violations of WP:NPOV. In reference to the Richard Marx editing problem, I wanted to add that this person edits with three different IP#'s. The numbers are 63.3.69.133, 63.3.69.136, & 63.3.69.6. The first IP#, was the one that he was blocked from using. You can WHOIS each set of numbers to show that it comes from the same source. This is the link where the user was notified that he was blocked by Oscarthecat:
