Celia Williams Dugger -- born July 3, 1958 in Austin, Texas -- is an American journalist who works for The New York Times, frequently writing on global health and poverty issues.
Along with her husband Barry Bearak -- currently a New York Times staff writer and visiting professor at Columbia University -- Dugger served as co-bureau chief of the Times 's South Asia bureau in New Delhi from 1998 to 2002.

Dugger is a daughter of Ronnie Dugger[1], founding editor of The Texas Observer.
Dugger and Bearak live in Westchester County, New York. They have two sons.
