The Globalist Manifesto
This manifesto actively advocates for the formation of a global government. It prescribed ten (10) stages towards the formation of a duly constituted global government which has a strong resemblance with the form of government of the United States of America mixed with a parliamentary system similar to that of France. The manifesto calls for direct election of global government officials thru a global government – financed two – party system. It calls for the formation of a global sovereign state with police power, power of eminent domain and the power to tax. As envisioned by the manifesto, the global government will be headed by the president and vice – president both of them popularly and directly elected by the global citizen under a “one person – one vote” principle. Under a global government, the present sovereign states will remain, but will become territorial units of the global government. The territorial units will be headed by a governor and vice – governor who are popularly elected thru the same global two - party system, with its own cabinet and legislature. There will also be popularly elected representatives to Global Congress, number of which to be determined pro rata based on population. Global Cabinet members will come from the members of the Global Congress.
History of the Manifesto
The manifesto emerged in the classroom of the Master of Development Management (MDM) class at the Asian Institute of Management (AIM), one of the leading business graduate schools in Asia, based in Makati City, Philippines. The manifesto was secretly posted in the bulletin board without the permission of the professor and it drew lots of violent reactions. One comment is that it is like the vision of the Beetles, the popular band in the 60’s. Surprisingly, it was adopted eventually by the class, and it was published in their class website (http://www.geocities.com/totidulay/global.html ). Google eventually placed the website as the number 1 site when one searched under the topic of globalist manifesto, for around 4 months in the late 2003. The class was challenged with this “recognition” from the Google. The class eventually spearheaded the formation of the International Movement of Development Management (IMDM) with the help of the Dean Poch Macaranas and Associate Dean Edel Guiza of the AIM. The movement do not only served as the alumni association of AIM graduates from all over the world who took the Master of Development Management program, but is turning out as a real independent global network, doing projects for Shell, ADB, UNDP, LGU’s and other organizations. The chairman and vice- chairman of the movement are Henry Tenedero and Prof. Sofronio Dulay respectively, both from the MDM Batch 14 where The Globalist Manifesto originated. The two, together with other members of the batch are instrumental in the creation of a trust fund for the movement which is now .2 million pesos.
Recent Developments of The Globalist Manifesto
After the publication of the manifesto in the MDM Batch 14 website, several websites and e - groups started to link with it or published the manifesto in their websites. One of these sites is the site of the CDM Foundation, Inc. at http://cdmfoundation.cjb.net which is listed in the Yahoo Search at present as the number 1 site under the topic of the “formation of a global government”. The personal website of Prof. Sofronio Dulay, the http://profdulay.cjb.net also published this manifesto and other recent developments regarding it. The site was placed in both Google and Yahoo in the top ten under the topic globalist manifesto for almost a year. It was also listed in the Google in the top ten under the topic of “formation of a global government”.
The manifesto was also published as one of the essays in a book published by the Far Eastern University in downtown Manila. It was also entered in an idea – generation event called Panibagong Paraan, a joint project of World Bank and UNDP in the Philippines. It was also entered in the Palanca Awards for Literature, the leading literary awarding body in the Philippines.
Alliances and Snowballs
The manifesto is actually a result of the strategic planning session in the master’s degree in development management class, plus a “strong inspiration one mysterious midnight” experienced by the ponente which led to its writing. It is intended to be the “strategic plan for the human race” under a VMOKRAPISPATRES format of the Asian Institute of Management. If one will analyze the way it was framed, it follows this format. It started with a vision, then mission, objectives and so on, completing the AIM format. This is an educated vision written in intentionally short and simple English which makes it appealing to the thinkers, educators and ordinary people. But the more one read it, the more other related topics pup - up into one’s mind which makes it an interesting reading. One of those who reacted positively to this manifesto is Steve McIntosh, an honor graduate lawyer based in Colorado, USA who is leading a global movement for the formation of a global government. He has an organization (The Project for Integral World Federation, PO Box 110 Boulder, Colorado, 80306 USA (303) 530-9028 x. 222 e-mail: info@integralworldgovernment.org ) which gather worldwide petition for the formation of a global government soonest. In his first email to Prof. Sofronio Dulay, an advocate of The Globalist Manifesto, McIntosh said: “I enjoyed reading The Globalist Manifesto on your website and I agree wholeheartedly. It is good to connect with you around for mutual interests in the movement for global governance.” This was followed by several exchanges of emails from the two leading advocates of the formation of global government including plans to convert the movement into a mainstream global public crusade.
Opposition to the Manifesto
The first opposition to the manifesto started right in the first day the manifesto was secretly posted in the bulletin board of the classroom in the Asian Institute of Management. There was also an attempt to publish the manifesto in its pure form in the Wikipedia but it encountered some opposition and was eventually deleted. There are opposing messages in the websites carrying the manifesto that seems to be coming from the religious sectors. Their main concern is that a global government is the instrument of the “anti Christ”. Actually, the manifesto recognized religion as a necessary institution, but some of those who wrote messages in the manifesto websites have not discerned this fact well enough. Another cluster of objections is that the manifesto will erase the sovereignty and freedom of the present states in favor of the global government. The most damaging objection really to the manifesto is the accusation that it will lead to the collapse of the Pax Americana in favor of the emerging influence of the vote - rich nations like China and India. The objection is rooted on the “one person- one vote” principle advocated in the manifesto.
Future Plans
At present, there are warm bodies and advocates actively propagating for the formation of the global government in accordance with the principles of the manifesto. A Yahoo E – Group ( http://groups.yahoo.com/groups/totidulay ) is actively propagating the manifesto. It has around 500 members. One website advocating for the manifesto ( http://dulay.cjb.net ) has around 5000 visitors. Another website carrying the manifesto
( http://cdmfoundation.cjb.net ) landed number 1 in the Yahoo Search under the topic of “formation of a global government” over around 5 million entries. Another website carrying the manifesto, (http://profdulay.cjb.net ), is concentrating on coordination, networking and linkage with organizations and individuals all over the world advocating for the formation of a global government. At present, this website has a formal link with the group of Steve McIntosh , a US – based leading advocate in the formation of the global government. The advocates of the manifesto also initiated personal contacts with UN Secretary General, the Pope and US President soliciting their personal reaction on the manifesto. The advocates also draw a list of leading personalities in the world and will try to solicit their personal reactions on the manifesto. There is a plan to put up a global trust fund for the propagation of the manifesto as a way of leveling – off and information drive leading to the formation of the global government. Well known philanthropists like George Soros, Rockefeller brothers, etc. are contemplated as probable founding donors to this trust fund. As stated in the manifesto, advocacy drive is the first of the ten stages towards a global government. This stage is very important because this will prepare the mental set of the human race towards the global government. The success of this initial stage will prevent bloodshed in the future as the human race advances to the next stages of the journey towards the global government. At the same time, the proposed trust fund will also pave the way for the stage number two of the manifesto: the massing of global government advocates all over the world which will continue to propagate the idea in a more accelerated speed and going into the mainstream of the global citizenry. The vision needs to have a human face, or faces of real passionate leaders - to make it more credible and doable. As of now, the individual faces of lawyer Steve McIntosh, Dr. Coffman, Henry Lamb and Prof. Dulay are dominant in the internet in the advocacy for the global government. This is a positive sign towards the long march for a global government – at least, there are now identified faces of the crusade. There is a prediction that the next major event of the history of the human race will be hatched in the worldwide web. And the founding leaders will emerged one by one thru the web – one of them will become the future president of the global government. There are some predictions that the founding president of the global government will be the biblical antichrist. There are those who say that he could be the “unaware” Christ reborn shortcutting the stipulations of the Biblical Revelations in order to save mankind. This is an example of God having a second thought on what had been “announced earlier” in the Bible, a manifestation of divine flexibility. To laymen, this could go with the saying: “God works in a very mysterious way”. The Globalist Manifesto is silent on this aspect though. It is also probable that the future founding president of this global government is real person who does not claim divinity, but who just got the consensus of the educated world ripe for the formation of the global government.
