The symbol itself was created by Origin Systems for Ultima IV computer game, and as such, it may be copyrighted. Discussion of the symbol in Wikipedia should qualify for fair use, however.

As for this particular file, the creator wants to place it under public domain.

When discussing Virtues of Ultima and Codex of Ultimate Wisdom, discussion of the symbol is warranted, and graphical version of the symbol makes it easier to grasp. Therefore, the image is helpful and necessary for the articles.
This is not a direct scan or a screenshot of the symbol in question; it is merely drawn according to the description.
The image is used only to accompany description of the game content.
Use of the symbol here does not impede with Origin/EA's ability to profit from the game.
