I, Ryulong, feel that this image qualifies for fair use at City of Heroes for the following reasons:

1. It is a low resolution image clearly depicting the box for the game in question
2. It does not limit the abilities of NCSoft to sell their game
3. There is no free alternative
4. The image is being used purely for educational purposes
