In the licensed novels based on Star Trek: Deep Space Nine, Crell Moset is a Cardassian scientist first introduced in the book The Battle of Betazed.
He had performed unethical experiments on healthy Bajorans, and is generally considered a "monster". He attempted to create telepathic Jem'Hadar, killing thousands of Betazoids in the process.
Crell Moset is a Cardassian surgeon, Exobiology Department chairman at the University of Chulat and considered the leading practitioner is his field. The U.S.S. Voyager's Doctor created a Medical Consultant hologram of Moset in 2375, then deleted the program after Moset's history of inhumane experiments on Bajoran prisoners was revealed.
