I recall a famous story that, during the 1976 campaign, Carter said that if he picked (quintessential Washington insider) Cyrus Vance as secretary of state, we would know he failed. Does anyone know if this is true? I want to put it in the article, but I can't really find anything on the net about the story. john k 03:16, 9 Sep 2004 (UTC)

Then they wouldn't be unsubstantiated claims anymore, and so this statement is nonsensical.
