[edit] Plot summary
Van Damme portrays Louis Burke, a Royal Canadian Mounted Police man who goes undercover at the fictional Harrison State Prison in California as a convict to investigate the deaths of nine prisoners. Having lost his partner while tracking down a man known as "The Sandman" (played by Patrick Kilpatrick), Burke seeks to avenge his partner's death. While incarcerated, Burke uses his martial arts skills to stay alive and gain the respect of the convicts. Eventually, the Sandman is transferred there and the truth about Burke being an undercover cop is revealed, quickly turning the prison against him. He gets some help from a few friends he makes while inside the jail. This leads him to finding and eventually killing the Sandman.
