The message is not factual: the articles are not edited by residents only, the most frequent pro-Republic of Azerbaijan editors use AOL IP addresses, and the most frequent pro-Iran editor (K1) doesn't reside in Iran, as far as I can tell. Refdoc does not reside in Iran either.
The message is not neutral either: some people consider "the area of Azerbaijan" as referring to both Republic of Azerbaijan and Iranian Azerbaijan offensive and factually incorrect. They consider these two areas named similarly.
