The image is contended as fair use in the article, since it simply shows the map of the battle of El-Alamein and shows the general area in which British Commenwealth forces launched its offensive. Publishing this photo here is unlikely to cause any commercial loss to the copyright holder and would in fact serve to advance the article's coverage that sorely lacks map images.
