I don't think "Krut Pha" (Thai: ครุฑพ่าห์) means garuda with outstretched wings. The word Pha (Thai: พ่าห์), not sure pali or sanskrit, is shorten from phaha (Thai: พาหะ) or phahana (Thai: พาหนะ) mean vehicle. So it should say "garuda acting as the vehicle (of Vishnu).
