The Escuela Superior de Guerra del Peru (Peruvian Superior Military School)from its creation, has stayed faithful to its essential intentions of its founders: "To educate the Criterion of its Students and To develop in them the Spirit of Initiative, within Implacable an Executive Practice, with the object of forming Professionals Able to assure the conduction Our Armed Forces that are the guarantee of our national existence".

The Peruvian Superior Military School, is School because it educates the criterion; he is Superior, because the objective of its education is to produce heads, that is to say, leaders, conductors and teachers, with the immense responsibility to teach and to give example to the others, example as how one uses to the mother country and the supreme interests as the nation, when external or internal dangers threaten; he is military, because the study object is the art of war.

The progressive spirit of the President of the Republic Don MANUEL CANDAMO, and the dynamism and clarividencia of their Minister military, crystallized one of the ideas that must have important projections in the evolution of the Army and Security of the Nation:

The creation of the Superior School military by Law of the Congress, promulgated the 23 of January of 1904, that exactly dice:EL PRESIDENT OF the REPUBLICA, INASMUCH AS the CONGRESS HAS GIVEN the FOLLOWING LAW:

THE CONGRESS OF THE PERUVIAN REPUBLICA CONSIDERING: THAT INSTRUCTION TECNICA OF The SPECIAL ARMS Of I EXERCISE And The PREPARATION FOR The FORMATION COMMAND REQUIRES The ESTABLISHMENT OF A SPECIAL INSTITUTE: IT HAS GIVEN THE FOLLOWING LAW.

Article 1°: IT AUTHORIZED To the EXECUTIVE AUTHORITY TO ESTABLISH A SUPERIOR SCHOOL Military, DESTINED To The FORMACION OF STAFF OFFICERS And To the IMPROVEMENT And APPLICATION OF The ARMS OF ARTILLERIA And INGENIERIA.

Article 2°: VOTESE IN The GENERAL BUDGET OF The REPUBLICA The SUM OF FIVE THOUSAND ANNUAL POUNDS FOR The INSTALLATION And SUPPORT OF The REFERRED SCHOOL. COMUNIQUESE To the EXECUTIVE AUTHORITY SO THAT IT ARRANGES The NECESSARY Thing To HIS FULFILLMENT. In fulfillment of the Law previously enunciated, the 29 of March of 1904 the Executive authority, by means of Supreme Decree sent by President Don MANUEL CANDAMO and his MINISTER Military, Gral of Brigade Don PEDRO And MUÑIZ, created the Superior School military. "ORGANIC DECREE". - the President of the Republic. - Considering:

1° That the Law of the 23 of January of the current year authorizes the creation of a Superior School military, destined to the formation of Staff officers and the Improvement of the instruction in the special arms of Artillery and Engineering.

2° Which while the diverse elements are obtained that the facultative instruction of this Institute requires, the formation by a single time becomes indispensable of a Preparatory Section that serves as base to undertake the superior studies successfully; Decree:

Art 1° Créase the Superior School military, with the object designated in the Law that authorizes it.

Art 2° As it bases for the facultative instruction whose organization and curriculum will pay attention opportunely, will work only by this year a Preparatory Section, with the Curriculum that will designate the Minister military.

Art 3° students of School, in year preparatory, will be able to be of class of Captain either Greater, until number of 20 at the most, whatever it is the condition in which they are, of activity in the service or outside him, but within the limits of age to that the Article talks about 8° of the Supreme Resolution of the 14 of November of the year next past, on military situation.

Art 4° will be accepted for the entrance examination, and its effects, to the Preparatory Section, the Lieutenants who ask for it; those that will be able to obtain the title of students of this section, whenever they are approved, and that he is not complete the number destined to Sergeants Mayores and Capitanes.

Art 5° the Lieutenants to which the previous article talks about, must have turned the uptime demanded by the Law of Ascents to happen to the immediate superior class and to reunite the requirements that the Regulation of the Matter details; but they will not have access to the facultative training years, but after to have been promoted to the class of Captain.

Art 6° For being student is required: to To present/display certificate of the received instruction. b. To credit good behavior with the certification of the Head of the Body or respective Service, for which they are in good condition active, having to be sent this certification by three Heads for whom they are out of service. This certification, in both case will be sighted by the Head of the General Staff. To enjoy good health, circumstance that will be credited with the respective medical examination of the health section. c. To render examination before the jury who opportunely will designate the Ministry military.

Art 7° the examination to that the previous article talks about, will turn on the following matters: Algebra Arithmetic Elementary Geometry Rectilinear Trigonometry Geography of Mechanical Peru Regulations Tactical Regulations (of the weapon and on the land) Regulation on watch General Reglamento of shot Equitación

Art 8° the Minister military will designate the programs relative to the different matters from civilian and military instruction; as well as the form and qualifying of the examination.

Art 9° the examination will begin the 25 of the next April, having to work the Preparatory Section with the titular students from the 9 of May.

Art 10° the Title of Student will be sent by the Ministry military following the Order of highest notes of the examination.

Art 11° the written Requests of the candidates will appear to the General staff, until the 10 of next April.

Art 12° the students with Titles, will be registered in the dowry of the school in which they enjoyed the salary and the allowances corresponding to its class, during the time of studies.

Art 13° Finished the year of the Preparatory Section, will go to the facultative instruction, previous the requirements that will pay attention by separated decree.

Art 14° the Superior School military, as much in its personnel as in its curriculum and the exercise of its peculiar functions will subject to the dispositions of the Ministry military which they will be trasmitidas to him by the General staff, on that depends like Military Institute, only in the non-judicial punishment.

Art 15° the educational directive personnel, general expenses and allowances of the School, will be designated separately.

Art 16° the Director of the School, will formulate the Internal procedures and it will elevate it to the Ministry military, for its corresponding approval.

Art 17° To the students of the Superior School military, will be to them payable in its respective leaves like uptime, all that that they use in the study.
